Neighborhood Watch is still not ready because there is not enough key personnel at the Salem Police Department and no money. Obviously, this is not a priority with the City of Salem and the Police Department but the PNA does not want folks to loose motivation to start its own crime watch group or assemble a list of names and numbers of people who what to participate in the crime watch. Every October, the neighborhood has issues with Haunted Happenings and there should be a meeting held in advance to meet with the Mayor and the Police Department and City Council. Next year, we suggest a list of important dates and meetings will be written on the executive calendar. This will help us to prioritize and inform residents along with the Mayors office and Salem’s Public Officials. Dealing with the Salem police is another matter. Police have been contacted regarding several incidents and the way the police are handling the matters are not what we would call professional. For instance, police were called to disperse a group of teenagers at Dow and Price Streets, one policeman came by and left, then another came by, yet the group did not disperse. We’d like the police to enforce ordinances here in the neighborhood unfortunately; we do not have the support from the majority of residents here in the Point Neighborhood. A suggestion was made to have residents continue to call the police until the matter or matters are straightened out and ordinances are enforced. St. Joseph’s Church Redevelopment is a mess of a situation with elderly residents not wanting to move into the Point Neighborhood. The elderly that spoke out at the town hall meeting mentioned the Point being a high crime area as the reason. Unanimous votes until the decision of appeal is heard by the judge in Boston led by John Carr (Historical Society). Height and density are issues and some want to save the building sooner or later rather than later for the Community Life Center, although the seniors are against the idea of coming into the Point. We will wait until it is decided by the land court which we hope will be upheld by both sides. Background information on St. Joseph’s Church (from Historic Salem, Inc.) The Church was closed by the Archdiocese of Boston in the summer of 2004. While the closure potentially endangered the buildings, it is also a loss of an important neighborhood and community resource. In February 2005, the Archdiocese solicited proposals for the sale of the property and in June of 2005, the Bank of America and the Planning Office of Urban Affairs (a housing developer subsidiary of the Archdiocese) purchased the St. Joseph's complex for $2,000,000. Late in 2005, two studies (one for the City of Salem; the other for the Massachusetts Historical Commission) were released recommending that this complex be declared eligible for listing on the National Register of Historic Places for two reasons: First, as a distinctive examples of the International Style (the Church) and the Second Renaissance Revival Style (the Rectory or Presbytшre), and secondly as an important gathering place for Salem's French Canadian community and later its Hispanic communities. In early 2006, the owners shared initial planning concepts with the City and with community leaders. Their plans would retain the rectory, demolish the church, and construct a six-story apartment building along Lafayette Street with a Community Life Center on the ground floor. Historic Salem has met with the new owners to explore options to pursue their program while also preserving the church building. Historic Salem also asked the owners to consider other designs which would be more sensitive to the scale of the nearby 2 and 2 1D 2 story houses in the Point. Shetland Park Property (SPP) needs to discuss many issues with our Ward Councilor Lucy Corchado. Right now, discussions regarding snow emergency parking are up in the air. South Harbor Parking garage that the residents of the Point have used in the last few years has only a handful of parking spaces due to the new condo developments in the area and the Salem Waterfront Hotel condos, that include leased parking spaces. We’d like for Point residents to be able to park in the covered garage at Pingree Street. Lorraine --- a spokesperson for SPP, says parking had been tried in the past and residents did not move their cars and Shetland’s snow plows were not able to do their job. Furthermore, Shetland Park Properties took over public parking on Perkins Street and the public was supposed to park their. Then the SPP, purchased the lot and fenced the property. Lucy and the PNA wants Shetland Park to reconsider this decision. An education program along with signs will have to be put in place where residents who will use this property during snow emergency’s will have a tag on their car and must move their vehicle the very next morning. Those that have not been moved will be towed at the vehicle owner’s expense. The bus stop enclosure, which had not been discussed with Lucy Corchado. The last conversation I had with Lorraine she mentioned the following. She was not notified about the enclosure being put up in front of SPP until it was almost complete. Evidently, Kate Sullivan, from the prior Salem Administration spoke with Tom Kent (about 1-1/2 years ago) advising that they had 7 to 11 enclosures to install around the City, and they wanted to put one where it is situated now.  Tom Kent advised them that we did not want it located there, as it obstructed the signage for the Park, and because it was a "drop off" stop.  Tom advised them that the more appropriate location would be across the street where people are often seen standing, waiting for the bus.  The new Administration did not speak with anyone from Shetland before going ahead with putting the enclosure in, so Tom contacted the City, they stopped the installation, and they agreed to have it removed.   Tom also advised me that according to the MBTA, across the street from the SPP is not a recognized Bus Stop (no signage), even though the bus stops there every day to pick people up. The question is, why is this not recognized bus stop yet? Can the shelter be relocated to be placed opposite SPP and have an additional shelter placed at the park on Lafayette St. PNA attendance has been lacking for years and with the recent meeting where the Salem Police have visited, the police are giving excuses saying that the same faces are at each meeting and the community does not seem interested. So, for our next PNA meeting a plan for Altagracia and Lucy to speak with the Father of Immaculate Conception Church to ask to announce the PNA meetings and go into depth why neighbors should come to the meetings.
